Both options of the new settlement put safe and accessible sustainable travel at the heart of the development, including for new and improved cycle/walking highways and  bus routes. In both masterplan options all residential areas are conveniently located within a 15-minute walk from a local centre offering a variety of amenities and services. Resilience measures such as sustainable drainage systems to prevent flooding and environmental design to reduce heat stress are integral elements of both options.  Icon. Both options of the new settlement strive to be net zero carbon, including improved building design and on-site renewable energy generation. Extensive green infrastructure is a key aspect of both options, providing accessible green space while improving biodiversity and ecology. The local town will be the heart of the community, with additional centres provided across the plan so all residents are within close proximity. The development’s substantial employment provision will create diverse economic opportunities and bolster the local economy, with safe and easy access from residential zones, especially in Option Both masterplan concepts seek to protect and enhance the area’s heritage by preserving the listed buildings within thoughtfully designed open spaces. Mixed-use office space is provided to the north of the settlement. Both benefit from being adjacent to the park and rides proposed and the A30 and A3052.   The Town Centre benefits from views over the river corridor, whilst Neighbourhood Centres sit within the heart of the neighbourhoods, next to formal open spaces.   Larger public open spaces are provided within the hearts of the neighbourhoods. This will include opportunities for walking, sitting and playing, quieter areas for reflection, formal sports. Areas for wildlife, nature and SANG (Suitable Alternative Natural Greenspace) is provided along the river corridors and around the settlement.    This option shows the houses over a smaller area, which will result in a more compact form of development (more terrace housing and small blocks of flats) which benefits from larger areas of open space.  Linear surface water drainage features are proposed along the river corridor, creating a narrower and potentially more formal development edge overlooking the landscape corridor.   The homes are spread over three neighbourhoods, each with their own distinct character and provision of local services and facilities. The three neighbourhoods will be connected to one another with safe and direct routes for pedestrian and cyclists and will have direct links to the town centre. "></p><p><br></p>

Local Plan

<p><u><strong>Scroll down for further information and links to both scenarios </strong></u></p><p id="isPasted">East Devon District Council is reviewing its Local Plan, which will replace the existing Local Plan (2013-2031) adopted in January 2016.</p><p>The new Local Plan will shape the way East Devon will develop to 2042. It will direct housing and employment growth across the District, including how we will meet the National Planning Policy Framework (NPPF) requirement to deliver approximately 19,000 new homes between April 2020 and March 2042.</p><p>&nbsp;</p><h3>Why are East Devon seeking to deliver a second new settlement?</h3><p>East Devon District Council is seeking to deliver a significant proportion of their housing need within a sustainable new settlement. This approach is guided by the fact that two thirds of the District is within designated National Landscape. A new settlement of 8,000 homes is the appropriate scale for a self-sufficient community, due to its ability to deliver the supporting infrastructure, employment and services required.</p><p>This reduces the pressure for development elsewhere in the District, and will deliver a healthy, sustainable and thriving new community to the east of Exeter. The planning, design and delivery of this new town will learn from Cranbrook&rsquo;s successes and challenges.</p><p>&nbsp;</p><h3>Engagement to Date</h3><p>An initial issues and options consultation took place <strong>between January and March 2021</strong> which included questions on the distribution and form of new housing development, including identifying an option for one or more new towns.</p><p>Three options for the location of the settlement were consulted on <strong>between November 2022 and January 2023</strong> as part of the Regulation 18 consultation for the Local Plan. The first option has now been identified as the preferred site.</p><p>This decision was based on:</p><ul><li>the site&rsquo;s ability to deliver on the vision</li><li>feedback from consultation</li><li>the outcome of a comprehensive technical assessment and scored evaluation</li><li>a technical understanding of the environmental, landscape, infrastructure, development and delivery opportunities and challenges.</li></ul>

Masterplanning the new settlement 

<p id="isPasted">We have designed two masterplan concepts for the new settlement, which are shown on<a class="fr-green fr-strong" href="https://eastdevonnewsettlement.commonplace.is/en-GB/proposals/scenarioone/step1" rel="noopener noreferrer" target="_blank"> tiles 1</a> and <a class="fr-strong" href="https://eastdevonnewsettlement.commonplace.is/en-GB/proposals/scenariotwo/step1" rel="noopener noreferrer" target="_blank">2</a>. These options both consider how a new sustainable and self-sufficient settlement could be delivered, with the ambition to be net zero carbon.</p><p>&nbsp;</p><h3>What will be in the new settlement?</h3><p>In order to achieve an exemplar zero-carbon town that is sensitively integrated with the East Devon natural environment, we have been working to create a design that pulls landscape into the heart of the development. Both of the concepts you will see include:</p><ul><li>three distinct neighbourhoods, each with a mix of affordable and private homes, including different types and sizes and homes for the elderly. Each of these neighbourhoods is sized to be walkable</li><li>employment and residential uses which will be served by a new town centre and supporting local centres</li><li>an extensive network of open spaces, which will run along the existing river corridors through the heart of the development</li><li>two neighbourhood centres and one town centre, will include a mix of uses and facilities, including community facilities, schools, shops, cafes and leisure uses</li><li>sustainable features to reach the net zero carbon ambition, including ground mounted PV panels</li><li>a walkable town with a sustainable transport network that prioritises active transport modes and public transport with excellent connections to Exeter and strategic transport nodes</li></ul><p>&nbsp;</p>

The Vision

<p id="isPasted">A second new settlement in East Devon with a <strong>self-sufficient, healthy and dynamic community</strong> with distinctive character. Delivering up to 8,000 high-quality equitable homes with an equitable range of tenures, places of work and a diverse mix of uses that are easily accessible via sustainable and active travel such that these become the dominant transport modes.</p><p>This new town will be more than just a settlement, it will be an <strong>ambitious and highly desirable place</strong> that supports the growth of a self-governing and self-sustaining community that establishes its culture at the outset in order to develop and thrive into the future.</p><p>The structure of the settlement will promote <strong>innovative design</strong> that will draw inspiration from the local context, including the unique surrounding historic environment, to create a rich character. Streets and spaces will be designed to encourage social interaction and will be embedded in a <strong>well-connected and integrated active travel network</strong> (walking and cycling) with comprehensive links to nearby employment, surrounding countryside and the city of Exeter.</p><p>It will be underpinned at its core by <strong>sustainability, wellbeing, and healthy living</strong>, creating an <strong>exemplar zero-carbon town</strong> both in terms of self-sufficiency and design and by doing so it will provide a legacy to the benefit of future generations.</p><p>This sustainable community will be sensitively and seamlessly <strong>integrated with the outstanding East Devon natural environment</strong> and contribute to the delivery of the Clyst Valley Regional Park whilst protecting nearby internationally recognised habitats.</p><p>It will provide a <strong>rich network of substantial open space</strong> and diverse landscaping, including areas of enhanced ecology and biodiversity, as well as opportunities for play, recreation and opportunities for food growing.</p><p>This vibrant and adaptable new settlement will preserve <strong>East Devon&rsquo;s legacy as an outstanding place to live</strong>. The use of local materials and labour will be promoted to deliver on local priorities, creating somewhere residents can be proud of and where people of all ages and lifestyles will prosper.</p><p>&nbsp;</p>

Surface Water drainage features in the form of localised ponds are proposed along the river corridor. This results in a softer, development edge with homes and services undulating around these large natural features. The town centre and local centres benefit from views across this landscape corridor.   Large swathes of public open space are provided along the river corridors running through the residential development, which will include opportunities for walking, sitting and playing, quieter areas for reflection, wildlife biodiversity as well as formal sports and SANG (Suitable Alternative Natural Greenspace).   New employment is clustered around the retained businesses at Hill Barton with direct access from the A3052. Further employment is provided to the north, within the noise buffer from the A30. Both benefit from direct access from the A30 or A3052, are adjacent to the park and rides for the new settlement and have direct access to the new facilities within the town.   The homes are spread over three neighbourhoods, each with their own distinct character and provision of local services and facilities. The three neighbourhoods will be connected to one another with safe and direct routes for pedestrian and cyclists and will have direct links to the town centre.   The Town Centre and Neighbourhood Centres are located adjacent to the natural and central landscape corridors.   This option shows the houses over a larger area within the site, which will create a lower density development with slightly less public open space (with a higher percentage of semi-detached homes)."></strong></p><p><br></p>
